09s are Premium rate Non-geographic numbers, but usually can be the most expensive. They became available for companies wanting to charge premiums to customers from 1998. Before them were various premium rate prefixes that had a similar position in telecoms such as the most easy to recognize at the time, 0891s and 0898s. There were also 0338s and 0660s. Eventually, in 2001, they were completely removed to be replaced by the novel 09 prefix which was to come in and bring all phone-paid services under one bracket.

The most common 09 prefixes are 0900-0907s and 0911-0913s which are often used as the only revenue source because they can yield such high revenue and often require quite a lot of minutes on the phone by the caller for the service to be useful and reach customer satisfaction. They are typically used for weather forecast services, TV voting lines, information helplines, clairvoyant services, charity and donation services and various competitions. 0908, 0909 and 098 numbers are specifically designated for adult chat and entertainment services.

09 numbers are regulated by the PSA just like the 087-, 070-, 118 numbers which ensures prices do not exceed the prices they’re not supposed to. The costs of calling an 09 number are like the other premium numbers divided into the access and service charge. According to the official Ofcom site the service charge ranges from 1p all the way to £3.60 per minute. This is for both landline and mobile. This is in addition to a possible one-off calling fee which ranges from 5p to £6 which is also a service charge and is applicable to mobile and landline. The access charge for each call ranges from 8p to 65p per minute and varies with the provider of the caller. Though inclusive calling plans can bring down costs of the access charge they are uncommon and they do not affect the high compound service charges. Often companies will bring their access charge closer to the 13p maximum service charge mark of 0870 numbers in order to draw in high volumes of traffic, whilst completely aware of how their service charges will easily make up for the drop down in the former cost.

Since July 2015 a ‘price points’ system was introduced to further organise the pricing for premium rate numbers which consisted of 084-, 087-, 09- and 118 numbers. Initially there were 80 points to categorise the price range for these numbers. They were listed as SC001 to SC080, SC standing for service charge. SC001 meant there was no service charge. In 2016, 20 more points were added to extend the band range to SC100. The price points system can seem a little confusing, but we’ll make it simple for you. The highest you could potentially be charged is £9.60 for the first minute of the call, then £3.60 for further minutes. Yes, it really can get that high. When calling from abroad you’ll find it can be difficult to connect with such numbers because they are often left out of Telecom interconnect agreements.
